O'Sullivan (オサリバン?) is a character introduced in the anime OVA Mobile Suit Gundam 0083: Stardust Memory.

O'Sullivan was in charge the Anaheim Electronics office on the moon at the city of Von Braun. Outwardly, he supported the Federation, but was also more than happy to deal with their enemies, including Cima Garahau, for the sake of business. His motives were greed and the desire for greater independence for the moon.

In Mobile Suit Gundam U.C. ENGAGE, O'Sullivan learns of and seeks to reactivate the Bishop Plan, Zeon's research into Newtype weaponry. To that end, he secretly supplied equipment to Zeon renegades, leading to the creation of the MS-18F Kämpfer High Mobility Type, and would work with Cima and the Federation to subvert Operation Stardust by giving her the RX-78GP04G Gundam "Gerbera". The "Gerbera"'s test pilot, Peche Montagne, would confront O'Sullivan and learn he wanted to deter war by using the fear of Newtypes and their power, thus allied with her and her fleet to stop the operation. He also reveals that the RX-78MS00Z "Engage Zero" is the end result of the Bishop Plan and that Peche herself is a Cyber Newtype. Shaken and angered by these revelations, Peche attempted to kill O'Sullivan, only to be stopped by Kurena Hacksell. Despite this, she warns O'Sullivan that there's a warrant out for his arrest for his role in aiding Zeon insurgents.

In Mobile Suit Gundam 0083 Rebellion, O'Sullivan attempted to accede to the Delaz Fleet's demands, even under threat of a colony drop. This was intentional, as O'Sullivan had always intended to assist the Delaz Fleet, the Cima Fleet, and Neo Zeon in order to gain greater indepenence from the moon. Being threatened was a small part of the greater plan, allowing him to accede to their demands while still appearing impartial. [1]

Following the outcome of Operation Stardust, O'Sullivan was found dead in his office, having apparently shot himself in the head rather than be arrested for his implications in the Zeon uprising. However, he had a horrified look on his face when he died, implying that his death may have been a murder made to look like a suicide.
