Kio is captured and taken to the Vagan's base in the Mars sphere, "Second Moon". There he meets the Vagan leader, Sir Ezelcant. Kio is shocked at the Vagan's huge facilities and military. Then, Ezelcant tries to show him the "truth of the Vagans": the sad reality suffered by the people of the Mars sphere.
